Biography
Since 2001, Anna C. Dover has litigated matters in a myriad of legal areas—from legal
malpractice defense to plaintiff-side Investment Company Act litigation—but found her true
calling representing whistleblowers in False Claims Act or “qui tam” matters in 2011. Honored
to represent whistleblowers who courageously come forward to expose fraud instead of staying
silent, Anna devoted her practice exclusively to their cause and never looked back.
Anna joined Loevy’s Whistleblower Practice Department in 2024. Prior to joining Loevy,
Anna gained experience in every stage of plaintiff-side litigation at the Milberg firm from
complaint to trial in a variety of areas including ’40 Act cases, securities, antitrust, consumer,
bankruptcy, and derivative cases before dedicating her practice exclusively to False Claims Act
litigation. A quick study, Anna was promoted to co-chair Milberg’s False Claims Act department
within two years of specializing in qui tam work. During her tenure, Milberg’s False Claims Act
practice group returned hundreds of millions of dollars to the federal and state governments in
multiple settled cases such as: a $54 million settlement against eviCore et al. in the Southern
District of New York, and a $25 million settlement against CareAll Management LLC et al. and a
$9.5 million settlement against Diversicare et al. in the Middle District of Tennessee. After
Milberg, Anna served as of counsel to the respected boutique qui tam firms of Kreindler &
Associates and Bracker & Marcus LLC.
Anna is a member of the TAF Coalition, the Federal Bar Association’s qui tam section,
and also a longtime board member of the New York American Inn of Court, where she has
presented at CLE seminars every year since joining in 2007.
