Biography
Dominique Gilbert joined Loevy + Loevy in 2024 to advocate for those with the courage to demand better from the powerful. Dominique represents many whistleblowers in cases brought under the False Claims Act and other statutes designed to protect and support those who expose fraud, misconduct, and abuse. She also litigates on behalf of individuals and organizations in constitutional and antidiscrimination matters. Her constitutional practice includes First and Fourth Amendment litigation and appellate advocacy concerning Article II duties.
Prior to joining Loevy + Loevy, Dominique served as a judicial law clerk for the Honorable Jeffrey I. Cummings and for the Honorable Harry D. Leinenweber, both of the U.S. District Court for the Northern District of Illinois. During law school, she participated in Northwestern’s Supreme Court Clinic and was a summer associate with Loevy + Loevy’s FOIA team.
Before entering the legal profession, Dominique studied human rights in public policy at the Harvard Kennedy School and worked in multilateral affairs and public-private partnerships in the federal government. This experience fuels her passion for the integrity of our institutions and her commitment to advocating on behalf of those who help us get there.

Representative Cases
Qui Tam Cases. Won tens of millions of dollars for governments and whistleblowers in False Claims Act cases. Industries included energy, overseas military contracting, healthcare, and finance. Terms of individual cases are often confidential.
Chicago Headline Club, et al. v. Noem, et al. (U.S. District Court for the Northern District of Illinois). Won temporary restraining order and preliminary injunction enjoining federal officers deployed to “Operation Midway Blitz” from violating the First and Fourth Amendment rights of journalist organizations, religious leaders, and peaceful demonstrators.
Los Angeles Press Club, et al. v. Mullins, et al. (U.S. District Court for the Central District of California). Counsel for peaceful protestors, observers, journalists, religious practitioners, and media organizations challenging the use of excessive force by federal officials at immigration enforcement operations in greater Los Angeles. Case pending.
