Pier Petersen graduated from the University of Chicago Law School, with honors, in 2009. At the University of Chicago, she worked in the Civil Rights and Police Accountability Project of the Edwin F. Mandel Legal Aid Clinic, and served on the Clinic's student board. She was also a member of the Law Review, and received the Thomas R. Mulroy Prize for Excellence in Appellate Advocacy and the Edward W. Hinton Memorial Cup.

Following law school, Pier represented indigent defendants in criminal and juvenile delinquency proceedings as a staff attorney at the Guam Alternate Public Defender. As a public defender, Pier successfully challenged the constitutionality of Guam's juvenile curfew law on behalf of a client charged with violating that law.
